HR software is the umbrella; an HRMS is a specific shape of it. An HRMS holds the employee record and runs the processes against it - attendance, leave, payroll, performance - as one system. A payroll-only tool is HR software but is not an HRMS.
Usually whichever one is currently feeding another by hand. If attendance is being exported to a spreadsheet so payroll can run, that pair is where the time is going, and fixing it pays for itself before anything more strategic does.
